HS-13 Swift-native and HS-14 purpose-first defaults are in the proposal and baseline. The checklist is 0.4.0. HS-06 extra consent/default wording and the blanket MLX opt-in rule are aligned. HS-12 appears once; C-1/C-2 cite DEC-20260927-01, and PLATFORM_TARGETS already cites that decision and FEAT-20260927-08.

Committed a2408bb5c4ac5c795e7d7e9f4b547b58bbff03e1 with Agent: standards, then fast-forwarded app-baseline main. No push. 32 tests pass, 0 failures. Three static audits (54 checks each): RTTy 29 PASS/25 WARN/0 FAIL; Tyrell 25/19/10; bitROO 13/23/18. bitROO libwebp is WARN, not FAIL; none of the new HS-13 checks fail on the three apps. Existing findings are preserved. No app edits, builds or deployments.

Both DEC drafts follow the existing ticket's seven-section format and point to the proof and one-command rollback: git -C /Users/richh/dev/lib/app-baseline revert a2408bb5c4ac5c795e7d7e9f4b547b58bbff03e1. Controller DEC ids pending. Drafts: DEC-DRAFT-swift-native.md and DEC-DRAFT-purpose-defaults.md. Private source provenance and runtime default behavior still need owner review.
